Another, no less important task is to obtain additional foreign currency income by the production enterprises and organizations of the Ministry of Finance. The formulation of such a task has become possible thanks to a new approach to foreign economic relations, in which a prerequisite for establishing cooperation is its mutual benefit.

Cooperation with developing countries on a compensatory basis is very promising for Minmorflot. This form of foreign economic relations has been used since the early 60s. Its development was facilitated by the balance of payments deficit and huge external debt of many developing countries, inflationary price increases, full or partial non-convertibility of their currencies and a number of other factors.

One of the varieties of this form of cooperation is compensation and freight operations (CFR), in which goods of the national foreign trade of the other party are provided in exchange for sea transport services of one party. This form is successfully used in settlements with countries such as India, Pakistan, Mexico, Brazil.

In today's new economic conditions, when self-supporting enterprises and associations of Minmorflot that have access to the foreign market can transfer to foreign trade organizations and make corresponding payments in foreign currency rubles for goods received at the expense of the CFR, new great opportunities open up for the organization of economic and technical, as well as scientific and technical cooperation with the use of a compensatory form of mutual settlements.
